If you out-range your opponent, they HAVE to come to you, which in AoW means you'll have the advantage of better action points since they're moving into your threat range at the cost of their action points. The easiest way to be able to dictate the terms of engagement is with long-range firepower. At the very least it forces your opponent into compromising situations because they can't just sit back and do nothing. If you can attack your foe and they either cannot attack back, or cannot attack back effectively, you've already won. In most strategy games, being able to dictate the terms of engagement is extremely powerful. The flaying mounted got down quickly in big battles. I always use second weapon to cases hero staggered(and my commander most of the time have the skil the give you one action point after kill. Without stagger resistance, it's important for the secondary weapon to pick up the slack or the hero/commander with the sniper rifle is dead weight. For the other factions, the sniper utility depends on the rifle used and the weapon mods available. Off-hand, it's Dvar, Assembly and Amazon who have hero skills which help snipers. Not all factions are a good fit for snipers. Tier 3 vehicles/mounts like the Tyrannadon are very versatile because of the melee and ranged options on offer. Tier 4 mount is the behemoth tank, so only useful if it has self-repair to keep it alive for as long as possible. Some have special abilities which are useful early on, like the motion suppressor for the Syndicate hoverbike. Some mounts aren't large, so they are less vulnerable to ranged attacks.
